​The information below comes from the City of Cherry Hills Village and the Buell Mansion Association.

"All height and bulk plane calculations should be taken from the historic grade shown on [the topography] document. Please note that these grades are in NGVD29 elevation datum and will need to be coverted to NAVD88 elevation datum. All site plans and new survey work for the permit should be in NAVD88.

10 Wildrose Trail is zoned R-1 and minimum setbacks for the house are 75' from the front and 50' from the side and rear property lines. The west property line is considered the front property line.

[There are also sewer fees from Hillcrest Water and Sanitation. Please contact Sandy at 303-381-4960 to verify the following information, obtained from Sandy 11/6/2015:
1” tap fee will be $4,500 for Hillcrest (not $1,000 as this is a larger tap)
Admin fee $60
Metro fee $3,900
Total: $8,460 -- See Hillcrest PDF below]

You are in the City's water district and [there is] a total service agreement with Denver Water. Tap fees are due to both the City and Denver Water for a new tap.

You can contact Denver Water at 303-628-6000 for their tap fee."

As of 11/6/2015, Denver Water says there's a 1" connection in place, tap 328910,  from when the subdivision was developed in 1998. For the 112,126 square foot site, there would be tap fees of $36,907.65 due if paid today. If the irrigable area is 1 acre or more, Denver Water will require an irrigation plan review and a separate irrigation tap may be required.
